That only means, it has the right to if You want it. Don´t be afraid, there are many permissions in Android that seem to be dangerous, but the most apps just needs them to do their work. Simple example: Internet connection. A chargeable app needs some license to protect itself for unauthorized copies. For this, the app needs to be checked by Google Play Store and for that the internet connection is needed even when the app don´t need this connection to do it´s work.
