I could highly recommend Blue Iris for camera monitoring. It can send you email alerts if there is motion in one of the cameras, and is has json support. I am actually using json with a Raspberry Pi for a door lock control. The Raspberry Pi reads an rfid tag, unlocks the door, and depending on the user, disables camera recording.

Their is a Linux program that can monitor a webcam for motion. But I don't think it would be able to make a home security system. Unless you can have a computer for each webcam and have them talk to a server. But it does make a nice computer security system.
