namecheap.com is amazing for pricing on just about all of their products, it's really awesome that they have a dynamic dns setup for their domains so you could host your own site/service off your own machine.  Google has a bunch of free tools for blogs, sites, etc... you could throw domain on after you customize it and then not really worry about the security side of it....

If you would like to host it yourself. You can use apache, if you have a Linux machine and install WordPress too for editing.
