I'm working on a project that will have multiple Android Devices (moto g's on wifi) working as a portable email/skype/qr scanner device for a few people on a large campus. 

I'm looking for an app (or possibly built in functionality?) that will allow me to see where the devices are at any given time, and also being able to see where they have been would be ideal.

Suggestions?

If you give each their own Google Account that you manage, turn on Location History and enable Locations in Google+. This will let you see where they are. When you go into Location History for each separate account, you can see where they've been as well. Not all in one app, but it might be a start. The old Google Maps used to put Location and Location History all in one place.

Assuming as Alex did that you control the Google accounts used on them, for instantaneous tracking built-in Android Device Manager could track all of them from a single account (or multiple) as well as ring them or wipe them. Not sure on the data logging, some of that depends if you need real time history or if the history is only needed once you get them back.
