I launched Hangouts and I was suddenly prompted to download the Hangouts Dialer extension from the Play Store. I was still a bit sceptical & thought that it must've been some kind of a technical slip up until, later in the day, Google India??? made an official announcement on their Google Plus page. I wouldn't dub free phone calls from India to the US & Canada (Two countries with enormous expatriate Indian populations) as nothing. While it's true that we can't get a Google Voice number but my bet is that it's mostly because telecom regulations in India are currently stacked up against VoIP operations, in general (read: Skype's recent withdrawal of it's phone call funtionality from the Indian market).
