Does anyone know if the windows os is tied to your cpu or motherboard? My laptop needs a new cpu

Technically Eddie Foy is correct.

However in my (admittedly limited) experience, changing the motherboard is enough to count as a "change".

If at all possible, make one change at a time, let windows be happy, then make another.  Either that, or just be willing to call support...it's really not that painful a process at least the few times I've had to do it
