I have an old house with thick walls so as well as the Wifi AP in my ISP's router downstairs, I have an AP in my loft.

 

I have given then different SSID's for debug purposes but found my Android phone is reluctant to switch between them as I go around the house (I have to prompt it by turning the wifi on and off on my phone)

 

Would making the loft AP SSID the same as the downstairs AP be enough to make it switch back and forth more?

Yes... SSID And security passwords must match for it to work as you request.(never use same channel, 1-6-11)

That being said, their has allways been some trouble in device(phone,laptop) being able to cleanly switch when both signals are the same strength.

 

The newer mesh router systems claim to reduce this trouble...(sorry no personal experience)

I'm using a single Ubiquiti UAP-AC-LR in my 2 story + basement house. Right now the AP is in the basement and the whole house has good coverage.

 

Making them the same SSID with the same password and same encryption (AES vs TPIK) will help with the roaming.

 

One more setting you may try experimenting with is Minimum RSSI. It's basically the setting that your AP says "nope, your signal isn't strong enough so I'm dropping you", with the expectation that your device will connect to a stronger signal.
