I'm seeing 9u rack cabinets on eBay( http://pages.ebay.com/link/?nav=item.view&id=351191843901&alt=web ) and I asked the seller if servers, fitting within the dimensions of the cabinet, would fit and they said no. Seeing as mini itx server cases are small enough to fit that doesn't make sense. Are they right? Is this mainly for switches and such? I did a Google search as to what they are for but I got mores ads and sites selling them than useful info. Just curious

I think it depends on the depth. When you say server, they probably have a specific industry standard form factor in mind.

Take a look at some of the listings for server racks and compare the depth and rear mount point.

Fr. Robert Ballecer, SJ? probably can provide details from experience, while my ATX rack case is on a coffee table under a desk. ? (Soon to be mounted by L-bracket instead..)

Why would you want that if you're just stacking things in it and it's going to sit on a desk? The bottom could have protrusions (bolts, nuts, etc.) so it's possible that you will have to compensate for that somehow. These are designed for switches and the like actually being mounted so they aren't always designed with the ability to use the bottom surface as a shelf in mind.

I see. In that case, I see two potential problems. If the systems need rack rails, you need to be sure that you'll be able to mount the rails considering that the back doesn't open. The other is clearance in the back for any protrusions from the servers and room for cables and air flow. Remember that you'll probably need to pull the servers out to access the backs.
