Being in one of the lucky CITIES of Comcast's data cap, seriously just cities not the state?, and the fact Comcast slows down steam downloads and potentially throttling my connection because of Netflix and amazon streaming services and the charge for going over the cap,which a cap in general is dumb imo, I was wondering if what they are doing is against net neutrality or some other kind of abuse? If it is, what can I do to get them to stop? Other than using a VPN service to download my steam games,which has slow down issues too(used to get 50 of my 75 down connection now I get 10 down using vpn).

Travis Hershberger I'm guessing about 15. It's a 20ish minute drive from my place. I've actually thought about setting up network for my neighborhood where me and another neighbor I trust have the highest cc connection coming to our places(or maybe the new cc 2gb connection) and setting up a big mesh network. A neighborhood isp of sorts. But in general I'd love to run an isp. Make bank,transparent, extremely affordable.

Honestly, 15 miles isn't much if you've got a tower you could rent space on at both ends to get line of sight.  There was a local ISP in the area I work in that had started doing wireless (the only way they could compete with DSL/Cable when those started going in.)  They were getting 45mbps microwave equipment off of ebay for real cheap.  Frankly, you don't really make bank running a small ISP.  Almost all the income goes directly to whatever backbone provider(s) you have.
