So I was going to try to find a Windows forum, then I remembered I have over 11,000 KITA's I can ask...

Several years ago I was setting up my wife's new work desktop PC. I was finishing up the process and as I named her root user ID I moved the keyboard and apparently the ID got highlighted as I hit the "~" key in the upper left corner of the keyboard. It never has really hurt anything aside from my OCD as all of her files show an owner of ~ is there anyway to fix that? Back then it was WIN7 Pro it is now WIN10 Pro.

Thanks in advance!

IIRC, there is no way to fix it without hitting bad but obscure problems down the road. This is because the username ends up in so many places on the disk and in the registry, some of which are encoded in a way that makes them nearly impossible to find.

The only safe solution is to create a brand new account, copy over flies and then go through and manually change all the settings that were previously changed from their default values. After your sure everything is all set you can delete the old user account.
