The Dremel doesn't have a chip... and spools for a Dreamforge will work just fine. -- Besides, most of us don't use internal spools. We use hangars to store multiple spools and ease transition from one to another. Bottom line. You can buy a spool NOT from Dremel and it will work just fine... even if you don't want to hang it externally. Therefore, NOT proprietary. Just mfg a stable version and build on it so those of us having a budget allowing one 3D printer purchase per lifetime, can make a decision. I just ordered 12 spools of the same Hatchbox filament, and five of them have different-sized mounting holes. It doesn't matter because I'm using a spool rack, like most of us...
