Charge a modest fee in the store and ship all their phones with it all preinstalled but removable. Those who love htc hardware and sense are taken care of, those who love htc hardware but hate sense would be taken care of, and those who love sense but prefer other hardware can just buy it on the play store. HTC is really proud of Sense and they work really hard on it. One reason, I believe, in the case of the camera app for example they believe that they could not deliver the optimal performance without the image chip. Users having issues that don't have the necessary hardware to achieve this will bury them with negative comments and ratings in the Play store. Next, think they just don't want Google to have any influence on the software they worked so hard on to create an experience unique to HTC devices. They don't want to worry about piracy, HTC Sense and apps showing up in places they shouldn't, etc. I believe they should and could do this but I think they're just afraid. If they ever pulled the trigger on this, which would be great, there would be no going back. They are pretty risk adverse nowadays because they haven't been doing too well the last few years.
