G+_Jeff Laurin
Have you tried looking at PC Perspective's site they give you options for different price ranged builds? pcper.com - Leaderboard | PC Perspective
G+_Jason Eckelstafer
Another great site is http://pcpartpicker.com/guide/. You can see what others are using and tweak it to match your needs. pcpartpicker.com - Build Guides - PCPartPicker
G+_Ben Reese
And after you check out pcper, head over to pcpartpicker.com - Pick Parts, Build Your PC, Compare and Share - PCPartPicker and start putting a list together - of you want all new parts. I honestly, "cheap" and "gaming PC" don't cross real easily. Cheap also means something different to different people. If you're in the US, you can probably shop Craigslist for a desktop with a 2nd or 3rd gen i5 for ~$100. Bump the RAM to 8GB, add an SSD, add a graphics card, and you should have a decent gaming machine for cheap.
G+_Jason Eckelstafer
The craigslist idea is a good route too. I just can't stand dealing with people. So I throw my own parts together and use partpicker to check for compatibility.
G+_Scott Snodgrass
Ebay is great too. I see good deals on parts all the time.
G+_Lance Foxcoonbit2019
In this day and age any PC with at lesse 16GB of ram is OK. The USB C Razer Systems Core External Graphics Dock in most cases is all you need to make good gaming PC since you can use desktop PC PCI-Express x16 graphics cards with those small low cost PCs and have one bad ass low cost gaming PC that's every bit as good as the ones that cost over $1,000. G+_Ben Yanke
See if you can find something like a university surplus store. I got an 8 core xeon computer for $50 a while back. With some more ram, SSD. and a graphics card, I'd be good to go for probably half the cost of building it.
