XenServer is completely free, and with the community version of XenOrcestra available, the XS platform is an easy call even for places without much tech knowledge. If someone with any sort of tech background is available, I'd recommend KVM and VirtManager. This route requires that you know how to do more things for yourself, but it's also the way I'm going for new deployments today. This is because XenServer keeps removing features now that the code is managed by The Linux Foundation. The people that put ProxMox together are pretty obviously clueless about proper system administration in their chosen Debian environment. It WAS a decent choice around 5 years ago, but changes like XenServer going open source and KVM maturing have really made it a never deploy in production today.
