All new systems of that type do not rely on any single workstation for operation. I imagine all the mechanical HVAC equipment is as old, which means enormous energy costs due to the lack of efficiencies in BOTH the engineering and the condition of the equipment. I'm sure the cost of upgrading the HVAC systems at 19 schools is far more than the energy savings could recoup in 10 or 15 years. In many cases, it's probably more sensible to start with a green field and build efficiency in everywhere. Efficient or not, you gotta love that old system chugging away for decades like that.
