Would this item work a USB phone charger for my car My current 1 is a little inconvenient and puts out about 2-3 db of noise on my Ham radio when in use I was wondering if this could replace it and wouldn't be ruined by using it with a car battery.

You'd probably be happier with a linear over switched mode.

Would be noticeably 'quieter'.

 

 

I've noticed more noise once my cell was fully charged.

While charging its rather quiet.  Might be the freewheeling of the power with no load.

I looked for a linear power supply and the cheapest 1 I found was right at $100 and it wanted 120v AC input not 12ish volt car current my main question is the car battery wouldn't over power the input side of this UBEC.

No, its stated good to 6S (22V).  Car batteries hover around the 4S (14.8V)  Your car is at 13.8 when running.

 

Making a linear isn't all that tough.  There are some 3A and 5A linear regulators in T-03 packages.

UBEC or AnyVolt will do fine. I think either one could still give some noise, but you should be able to minimize it with chokes.

 

My Honda S2000 induced awful noise on CB. I choked the power leads and it helped a bunch. I soon moved the radio to the TrailBlazer though, because a little barbie car with a CB? Come on!

No noticeable noise but FM is usually immune to that kind of noise the noise comes in on HF but it doesn't start under no load only when I charge
