A large proportion of the power needed in iPads and iPhones is to power the screen and radios, Apple TV only has Wi-Fi Bluetooth and no screen. I can't see the power requirements going that high. It would have to be a crazy redesign, with possibly some kind of separate graphics card and LOADS of ram... But then it would need a fan, and cooling, which makes noise and takes space and costs more than $99. I think if they will also have to convince people to buy a new remote control/Game controller, the price will get too high. Remember the iPad pushes a higher resolution than a 1080p TV, the Apple TV wouldn't need to be as powerful as an iPad to create the same level of detail in gaming. I still say they will never use an external power brick either. Not for Apple TV. Even the Mac Mini has it built in. But I can see an Apple TV like you describe. I bet it is coming soon. They would be Bluetooth LE with tap to pair like they with iPhones and iPod touchs. And probably charged with an iPhone charger and lightning cable.
