The IT communities I'm involved with generally go with vutr for when you need online storage but don't yet need a completely elastic workload (cloud). You do have to login with an account before seeing the storage instance option.

 

The other option we normally use is www.linode.com. Speed wise Linode blows the doors off of everyone else.
