Are there monitors made specially to view text as in Excel, web pages, word, etc or the video card dictates? I like crisp fonts / text and for some reason my displays are not cutting it. Of course I have low end ones, $165, LG’s

The monitors are the most likely culprit for your poor text quality. Any video card will be able to output the resolution your monitors require.

 

Speaking of which, check that the computer resolution is set to the recommended one for the monitor. Things can look bad our wonky if the resolution isn't set correctly for the monitor.

This shouldn't be an issue but give it a try anyway.Go to Start and search for "Adjust ClearType text". Make sure "Turn on ClearType" is checked. After that just follow the steps to help get your monitors to the clearest possible text for you.
