I have a GTForce GT710 ($40) installed on my Win 10, does a better graphics card make any difference on a monitor an LG 1920 X 1080 resolution in terms of crispier, brighter to view excel, email Spotify, itunes, surf the web, etc. Basic photo editing, no gaming or is it pretty much up the monitor's quality that drive this specs?

That's all down to the monitor.

Only possible tie to graphics card is drivers, but that should be fine regardless.

 

I'm using a GeForce 8600 GT connected to ViewSonic 22" and Dell 17" displays. Even though the specs look better for the ViewSonic, text looks better on the Dell.

ViewSonic has shadowing. Looks the same from my desktop and laptop.

Dell looks more crisp. Your milage may vary.
