G+_Joe Maruschek
If you are looking for something a little different, take a look at the DWIM distribution of Perl for Windows. It includes Strawberry Perl (the one that the creator of Perl uses when on Windows), and the Padre IDE for Perl, and tons of modules from CPAN so you might not have a need to download any. http://dwimperl.com/windows.html
G+_Sparthir Kiwiwarrior
Are you trying to get points with "Padre" IDE? ;)

G+_Mike Swanberg
I use ActivePerl and Sublime Text... a great combo. Plus Activestate has the Perl Dev Kit, which gives tons of functionality, including a nice GUI debugger. Note: the Perl Dev Kit and Sublime Text aren't free.
