G+_Rud Dog
"downloading proxy settings" This shows up in the lower left-hand corner of my chrome browser and while it does no browsing is possible. Started happening a couple of days ago but this morning had to wait at least 5 minutes before browsing was possible. Even though I hate Internet Explorer launched it to test its actions and it worked just fine. Confused?
G+_Damien Wessling
Have a look at your Chrome extensions Rud, check if there's anything in there that you don't recognise. If you don't already have it, add the Ublock Origin extension. That will recognise and block tracking scripts etc as well as ads from 3rd party sites. I'd start there in the first instance. Sounds like something has gotten hold of Chrome and redirecting for its own purposes. You could also reset your Chrome settings to default and check for the same scenario. In fact, I'd go that route first, at least it'll give you a reference point.
G+_Ben Reese
Doesn't Chrome on Windows use the IE proxy settings? If so, check your "Internet Settings" -> Network on IE too.

G+_Damien Wessling
It'd be nice to know what's attempting to pull in unsigned scripts. I still stand by reset to default policy Rud, you need a reliable baseline to work from troubleshooting like this.

G+_Ben Reese
For the unknown scripts... Those may be loading on other pages too - you just don't get the warning. In Chrome if you hit F12 it should bring up the Chrome dev environment. Either as a tab in that dev window or perhaps in a box at the bottom, you should find the console. Now if you load a page and some Javascript is blocked, I'd expect to see some additional info in the console - like the name or source of the blocked content. It's also not too uncommon to see errors there from some pages. A few more things to check... System date. If your clock is off than scripts from a secure/trusted source may report as unsafe because your system things their certificate is expired. Chrome (and IE) plug-ins. I'd even try turning off U-Block temporarily to test. Try sites in incognito mode. If IE/Edge proxy settings keep getting changed, it may be time to wipe the system clean. I've seen that happen with root kits/viruses, but it's been a long time!
G+_Rud Dog
Went into Dev environment and didn't see anything unusual but that is with an untrained eye. The date is OK. Turned off Ublock no diff. Incognito mode the script warning is not present. BTW the only page triggering the script warning is Google+.
