If you have a smart phone and want to go even cheaper, a Bluetooth keyboard would work. Sketching (like drawing?) makes it a bit more difficult. Now you need a good touch screen or a Wacom tablet. A used Surface Pro 2 or newer would probably be your best bet for that. As for a decent tablet, I'm a big Android fanboy, but I don't know of any tablets that have good pens. I'm sure they exist, but I don't know if any. Again, the Surface Pro seems pretty nice and Apple has a couple tablets (iPad Pro) that have good pens.
