G+_Golden Retriever
Check that your power supply is capable of pumping out the nessary power
G+_J schrofe
What model dell? What is the wattage of the power supply? What video card? Many dell power supplies don't have power to handle a good video card and will burn out quickly.
G+_Riley Plays
Yes it is capable

G+_Juscelino Acevedo
Is there an on-board video card? Is it possible that it reverted to it somehow? If so, I would plug the monitor into the on-board and make any configuration changes.
G+_Golden Retriever
Good point juscelino I've been bitten by that bug, check your bios settings and see if you can disable any on board video if it has it.
G+_J schrofe
Are you getting any type of POST code, either lights or beeps? I would check to see if the power supply is still good.

G+_Juscelino Acevedo
It sounds like your motherboard got fried. Only real way to find out is to put the system back to how it was prior to these upgrades and seeing what happens.

G+_Juscelino Acevedo
Riley Kaufman can you please clarify what you mean by "It works sometimes on default setup....but it makes me restart and connect the hdmi to the video card"? If you are able to get something to work, then your motherboard is not fried, and maybe we can work through this.

G+_Juscelino Acevedo
I was going to tell you anyways that if you are willing to spend the time, you should probably start re-seating all different components, one at a time, until you (hopefully) see a change. The ones that I can think of that would affect this are memory, CPU, and any PCI cards. Also, if you do have an on-board video card, stay connected to that one, opposed to any installed one. G+_Juscelino Acevedo
Unfortunately, that is impossible for me to answer remotely. However, it does seem that way. Keep in mind that you also installed a new power supply and I don't know how that may be affecting the situation.

G+_Golden Retriever
Remove everything from the case, populate the ram, keyboard, mouse and power supply on a table, can you access bios? If yes power down add your hard disk drive, does it now boot? If yes power off an add another component so on and so forth. If everything works outside the case but not in the case then your main board is shorting out on the case. One warning never seat a card on a running main board if the back of the board shorts while running it's likely to brick.
