G+_John Sullivan
The fact that they both work in the BIOS menus indicates that the problem is not the keyboard or mouse. If you plug them into USB 3.1 ports and they don't work, do you have USB 2.0 ports that you can try them in? The USB 3.1 ports should be "backwards compatible", so if your devices don't work in them, perhaps you don't have 3.1 drivers for the ports installed? Look in Device Manager for any indication that something is wrong.
G+_Giligain I.
Dunno? But I would try plugging and unplugging after boot up to active a "sleepy USB port". If the the plugging test works after boot up, then yes, the port is hibernating during startup and not detecting items already plugged in.
G+_Marcus Hall
If for some reason the drivers for windows are not loaded ( new keyboard and mouse ) then the drivers will only load after login. After first login and drivers load then windows will recognize keyboard on next login screen.
G+_David Wiggins
Agreed on the 3.0, they can be wonky. Input devices are better in the other ones. I have one PC where the 3.0 drivers crash from time to time, so I only tend to use it when moving files to/from removable storage. If you have a different keyboard and mouse, try them to get logged in, then plug in the original set in. Marcus and Giligain have the right of it. You'd think USB would be a little more reliable, given how ubiquitous it is these days.
G+_Jason Perry
Is this a fresh install? I have all kinds of problems with fresh installs. If you have another keyboard and mouse I would try that. Is there a PS2 port on the motherboard? I keep an old PS2 keyboard and mouse around just incase I run into a problem like this. G+_Giligain I.
Is there a PS2 port on the motherboard? This question would only apply to used computers, no? I don't thing anything after Win7 defaulted with this port PS2 anymore.
G+_Jason Perry
Good to know. I am on win 7, I haven't migrated to win
G+_David Wiggins
I think I've seen a ryzen board with one. Some recent HP pro desk units I deployed last year had them as well (sky lake, I think?). It's not unheard of.
G+_Jason Perry
The Asus Republic of Gamers boards have PS/2 ports on it too.

G+_Giligain I.
• guessing troubleshoot: Is the computer trying to manage the USB ports? Try this approach. In the comments, a permanent solution is giving by registry change. This can be done in the registry with one global setting. https://helpdeskgeek.com/windows-xp-tips/prevent-windows-from-powering-off-usb-device/

G+_Giligain I.
• #huh, I did not know that motherboards typically include the connection I found this topic discussed only 2 years ago! Actually, motherboard makers had pretty much stopped including them for a while, but thye've made a comeback thanks to professional gaming. PS/2 has much lower latency than USB for mouse/keyboard inputs, so it's generally preferred by gamers who want perfectly instant input. https://www.reddit.com/r/hardware/comments/2r5886/why_is_ps2_still_being_put_on_motherboards/ • but according to wiki, this ps2 port has been considered a legacy port superseded by the USB...since 2000'ish. • so...the connection may not be typically on the exterior, but maybe inside; I don't know if this is as true for laptops.
