Only thing I've seen is apps that require you to know the distance then track the device by moving your phone. They can usually calculate the distance by first having you point the camera at the base of the ground near the object, then assuming the ground is level and it knows your height (usually entered by the user), it can triangulate the distance. With a known distance and phones panning speed, it can calculate the speed. I don't know if any that will do that with the phones auto focus though. Perhaps there are apps for iPhone that will take advantage of the dual camera to measure distance and do object detection so you don't have to pan the phone? But that's a stretch.
