I have been looking in the group policy editor to try and figure out how to make users enter their user name and password to login, but now I am starting to think the setting was in the control panel. Looks like this https://goo.gl/photos/TUemZPLpSh8k3GxdA You should be able to achieve your goal by checking the box for "Users must enter a user name..." etc. Then log completely off and you'll get the new welcome screen.
