To make the Moto X shine, you need reasonably full capability from the services - e.g flight info, city info, restaurant info, traffic info, etc. (If I was being generous) that may be part of Google calculation on when to launch - not just when it can ship hardware. Also, the European shenanigans over search competition and combining Google services might have some bearing on how quickly they want to bring new technology to that region.
