Apparently it is some sort of concept car that's supposed to run on thorium and it is nuclear powered. I looked at it, and every muscle in my body tensed up. We had the car for longer than a century, and every year it seems to become something I understand less and less. To me, this thing in the image seems to have escaped from a comic book like fantasy world, born in a universe where underwear is worn on top of leggings, and a cape is obligatory. Look at it and tell me that you don't you expect Jessica Rabbit to step out of it and strike a pose. This is not a car. As for the looks: they're subjective; it's a concept car, it's like catwalk fashion shows, you can't buy the exact look but it is there for other reasons (e.g. someone sharing it on social media. Maybe you're objecting to the name, World Thorium Fuel - WTF - maybe Cadillac are laughing at us. I'm not sure what you want tech or innovation to be so I don't know whether I agree with you or not.
