G+_David Peach
It is an oscilloscope. It lets you trace electricity through a circuit and see what is doing at any point along the way. That's the extent of my real knowledge about them. I have used one but only very fundamentally.
G+_Chris Eckeard (StMerlin
It's a 4 channel oscilloscope used to measure the changes in voltage over time and display it visually on a graph. With 4 channels, each can be displayed at the same time for comparisons. G+_Paul Hutchinson
Just Google Tektronix 2246 tons of info out there including videos. This was a very popular professional grade scope around 1990.

G+_Paul Hutchinson
BTW back in 1990 the pricing on this series of scopes ranged from a good used car to a new car. IIRC this particular model cost about $3000.00.
G+_Rud Dog
What part of the county are you in and is it for sale?
G+_Glenn Nelson
Very nice that it has a cart. I had a much older model with dual timebase and dual plugin channels. The cart was necessary to hold the massive power supply. But fortunately you have a much newer model.
