It's not locked, as such, but it's clearly set up for delivery people to place packages in a container instead of resting in the open. Some services offer a "locker" you can rent at a local shop which allows them to deliver to a secure location where you pick up from. I think this approach is a better alternative for shop owners to rent to customers and for them to supervise access to it. I would not feel comfortable with a one-code-fits-all package holder or for addressable holders rented from delivery companies. My in-law receives a number of packages to his home every day which are replacement parts and components related to his home business. When he's out doing service calls the deliveries arrive. When he's back he opens the container and retrieves the most recent packages. It's a bit like having a large mailbox and a one-way opening big enough for most packages. Obviously he knows the maximum size and weight of his packages so it was fairly easy for him to make. He makes it clear to his delivery people where things should go with some signage.
