The upward force of the string shortening + gravity + centrifugal force, could someone's wrist actually handle that? You would also need a polymer that instantly cured as it shot out of the device, that was stronger than steel per weight, elastic, and sticky. Which hasn't been invented yet. Emphasis on yet. That is the holy grail of material scientist people (what is there official title?) But you could probably make a close proximity of this. An co2 powered grabbing hook with a wich. Or this one of Colinfurze building the Assassin's Creed arm-mounted grappling hook gun/wench. Basically uses a CO² canister to fire the projectile & paracord (maybe?).
