But I liked the idea of an upper limit on the daily fine. But, as with most good ideas, this might eventually become another cash cow for municipalities to generate funds. In North America the implementation of personal income tax was billed as being a temporary measure. In Hong Kong there’s a set of sensors on bridges to various areas which tag your license plate and bill you a toll fee for driving in that zone. Frictionless transactions are great for retail but can work both ways. I want to see the day when facial recognition rewards me with cash for walking 10 Km for my health instead of fining me for not appearing to be happy in public. Your insurance company would probably do nothing more than that send you a "congrats on getting healthy" message in the mail, etc....but would still charge you the same amount (they want your money).
