My nexus 9 downloaded an update a while back (a few months) and anytime I install it, it fails, then goes back and reoptimizes the apps. I've tried several times...

I've loved it too, and this has been the only issue. Trying the cache clear now...

Do you know how long it takes for the cache partition to format? It's been going for a few minutes, and I don't want to brick anything but not sure if it's hanging.

yup. It finished...now time to try and upgrade again...

My S4 is having a similar issue. It stops part way through to complain about finding an EXE file that was in the zip it downloaded. Every time I delete the update it downloads it again and the saga repeats.

Grr, I tried resetting to factory settings, then the update was still there, and failed again when I tried to install the upgrade.
