Some publishers did submit several OS versions of the same app (when they existed), some did not. Among those who submitted several versions, typically only one was selected as a finalist. So, the finalist list is for app versions which have been (a) submitted and (b) reviewed by the judging panel. We do not mention the other OS versions of a finalist app when they exist (and many apps are indeed available on several platforms - but these versions may or may not be very similar).
