We are a K-12 School and are looking for some free/cheap or Open Source software for teachers to record webcam video maybe with desktop screen capture and save as mpg file for lecture capture?

I have used WINK (http://www.debugmode.com/wink/) for years now, it works great, only issue is that is does not give .mpg but rather flash which you can convert with another freeware program. This allows the user to send it out in webpage format.

I use Open Broadcaster Software (http://obsproject.com/) (still in development but works fine) to either record or stream the things you ask for. I don't know about the screenshots thing. It's Open Source and free to use. It saves the video files as MPEG4 (h.264).

 

DxTory can do the screanshot thing but I don't know if it can record video AND take screenshots at the same time. And it cost money.

Usually the manufacture of the web cam provide software for this purpose.  I know Logitech does this.   Also Windows media encoder does a good job but it saves files as wmv.  You can always convert them to mpg with something else.
