This is the net neutrality story that we as consumers need to be keeping track of. I believe that this is the sort of trickery that Comcast does to avoid the FCC opening an investigation on their sleazy practices. 

 

For right now, it appears as if everything is fine for consumers. But if this story is foreshadowing events to come, I think we should all be very worried.

I'm going to assume the second theory. That Comcast was looking to lessen scrutiny in light if their proposed merger with TWC.
