Problem with European SIM card

Help! My son is in Denmark as an exchange student and took his Verizon HTC One M8. Verizon says it was sim-unlocked and so no unlock code would be needed. His host family got him a sim card from a local carrier, and got a PIN and a PUK number (whatever that is).  So, he turns it off, swaps the sims and fires it up. But when it says to enter the 4-8 digit SIM PIN, he thinks he is putting in the right thing, but nothing happens, or he gets an error code "sim pin operation failed". Sometimes he can't even press "OK", but other times he can, but then it gives the error, or does nothing.  What could be problem be?  Is there some internal settings that need to be changed?  Can he take it to a local carrier store to have them look at it?  Is it something to do with CDMA v. GSM?  Help me Obi-Wan!

Rouven Jessen Thank you, that is very helpful.  I have been assured by Verizon and HTC that the Verizon HTC One M8 does come sim-unlocked out of the box, so I feel confident that is not the problem.  That is a good idea about trying another sim from another provider to see whether that will work.  That would narrow the issue down immediately.  He is going down with the host father to the carrier store tomorrow and I advised him, just as you say, to seek out the savvy employee!

if you can get to the dialer screen and call * # * # 4 6 3 6 # * # * you can switch the network that the phone listens to. The Verizon one is probably LTE / CDMA something and maybe you want the GSM / WCDMA / LTE selection.

But if you're going to the mobile shop they probably know a lot better what to try.
