anyone ever install USB Charge ports in a Bar before?

Then, have cables come from it to the patrons with usb-c and lightning jack adapters tied to the ends.

The 4 port plate/jack looks good.

Depending on your setup, something like this may be better:

USB 3.0 Keystone Jack Inserts, MACTIS 5pcs USB to USB Adapters Female to Female Connector White https://www.amazon.com/dp/B01H51M7Z2/ but you'll need male to male cables.

 

If you go that route, also check Monoprice for jacks and cables as they're usually cheaper when buying multiples.

Your bar owner should consider when his customers may have had one to many and are trying to plug/unplug a USB under the bar. Alternate solution would be to have charging banks on the bar(standing up as mini-towers, not flush with the bar, to prevent liquids) and have customers provide their own charging cable or have ones they can borrow.
