The primary innovation on the Internet is the diversity of services offered and they're only going to continue being offered and invented with a network without roadblocks and speed bumps imposed by malicious network operators. If you preferred CompuServ circa 1995 you can wall yourself into a tiny garden of your choosing but don't insist the rest of us "enjoy" the same limits. Good old Ma Bell did not want to allow the data connections using modems, but thanks to title 2 and the provision's that mandated the phone company to pass the phone call as long as it did no damage to the phone system. This allowed people to want to access the Internet. Cell phones again we can thank title 2. While yes they are not directly ruled under title 2nhow many people would want to use a nation wide portable phone system that only had the ability to contact someone else on the system. Title 2 allowed the interconnection and more importantly the passing of the phone call which then made the system more popular.
