Very interesting project, it can enable phone calls and text messages and even file sharing when there is no cell phone service.

Its using WiFi in a so called 'Mesh Network'. Basically means all phones/tablets that run it will help relay data and keep in contact with each other.

You can even keep your existing cell phone number.

It is experimental though, so be prepared for bugs, showstoppers. And general confusion ;-)

The shame of it is that it will only really be handy if a LOT of people use it, in a dense area; which will probably only happen during a disaster. I've played around with it on a few phones/tablets in my house, and it does seem to work well enough (esp on rooted devices).
