Merriam-Webster (the dictionary Goolge search uses) defines emasculating as "to make (a person, idea, or piece of legislation) weaker or less effective". I think Brin was referring to a smartphone lowering the effectiveness of a person in the social sphere. Glass puts real life front and center with data/AR being a secondary effect.
