Downloads only when attached to a SPECIFIC WiFi AP?

OK AAA community, or failing that our wonderful AAA hosts, I'm stumped by something that I would have thought was a common enough problem that there would be a solution.

Situation my friend has is this:

-Nexus 7 WiFi only.

-Attached to home network when at home.

-Attached to 3G hotspot (phone) when out and about.

Some things, and the specific use-case here is podcasts, should only be downloaded when at home as the data limit on the phone 3G is smaller.

Problem is that I'm struggling to find a solution to this via:

1. A decent podcaster that has this inbuilt or

2. Vanilla android settings that will do this or

3. A third party app that can control this

Current solution they use is DoggCatcher with both 'Only on WiFi' and 'Only when plugged in' set as they don't typically charge intra-day, but that's not ALWAYS the case.

Tasker doesn't seem to be able to control the right settings in the pod-casting apps (BeyondPod has tasker integration but only for playback it seems).

Jellybean can flag the SSID as a mobile hotspot but only controls background downloads and doesn't seem to stop podcast apps from downloading when they are in the foreground (which they often are when playing content).

This screams to me that it's a problem already experienced and therefore most likely solved, so I throw this out to the AAA community who are wiser than myself for ideas!

BeyondPod has the ability to schedule the downloads, which is what I do.  They also have an option to "Download if Charging Only".  It is a great Podcasting app that does both video and audio as well as syncs with Google Reader (if you want).

You can also force an update if you want from the "feeds" screen.

I have a similar situation and I think my fix won't be appealing but it works for me.  At work I have Wifi but it is slower and can disconnect and cause issues because of security.  ALL of the 'Only on WiFi' settings fail me because I am on WiFi, so I set it for Manual.  I did this with Pocketcasts and now with DoggCatcher.  For me this works because I have all the TWit.tv shows in HD/Large and a long long list of other Podcasts I partake in a week to keep sound in my quiet office while I work.  When I was using my Nexus 7 for podcasting, you have limited space and have to be picky as to how many episodes you watch as I used it also for storing other various files also.  I'd manually queue up what I wanted and run through once at night and once when I first get up in the morning so I get all the podcasts I want downloaded for the day.

Thanks to those that responded.

Since we seem to have established there is no obvious current solution kicking around, I'd be interested if any developers could advise if the ssid of the current connection, or whether the current connection is flagged as a mobile hotspot is available via the API to apps?

I.e. do devs actually have the capability of implementing this feature?
