Curious to see if anyone has suggestions for parental controls on Android. My friend is looking for something that he can use to manage up to 9 devices (all Android). We're aware of the profile restrictions you can apply, but if I'm not mistaken profiles can only be applied on tablets. Someone suggested Mobiflock, but unsure of what other options are available. Specifically he is looking for SMS monitoring, App/Web restrictions.

There are several apps to backup SMS in the background like SMS Backup + which will automatically send them to a Gmail Folder. Although I don't think it's agood idea to spy someones Messages, doesn't matter how old the person is. If I remember correctly some of the anti theft apps allow a remote access to the text messages as well.

Do they use a mobile or wifi connection? If they use local wifi you can simply restrict the websites/browsing in the router. Modern WiFi routers like the AVM Fritzbox allow you to set rules for each device. You can define when and how long they can access the internet, which sites are allowed and which ones are blocked and such things.

If he wants to control the Apps I would lock the PlayStore itself.

Multiple profiles on phones might come one day as well, but it's much harder to do it right than on tablets. What happens if the phones rings, what if an important notifications comes in...it's not easy to do multiple profiles on a more personal device like a phone right. Usually tablets are the ones that got used by multiple family members while phones are a pretty private thing for most people.
