With the right modules it's a developer prototyping and experimentation platform with form factors ranging from smaller than Nexus 4 to around Nexus 7 for reportedly comparable pricing. For testing and development you want to test on a variety of platforms and hardware configurations and you probably want to do it cheaply. A couple of frames + a handful of cheap modules gets you testing for tablet/phablet/phone/e-reader forms without buying a truckload of different devices. Specialty modules are also potentially cheaper than an entire dedicated device. There are going to be compatibility issues for which you need to test on a specific piece of hardware but you need an app which runs and is usable before you get that far.
