The key is the 30 minute window. When you purchase an app even if you have "restrict purchases" checked in your settings Google does not ask you to renter your password if you make an IAP shortly after. I just bought an app that has IAP, Google Play asked for my password, I gave it, downloaded it and immediately did the cheapest of the IAP and was not prompted to renter my password.
