Android wear is on 4.3 and above for 3 main reasons, Google Now, interactive notifications and bluetooth LE. Google is finally doing the right thing and controlling the experience. The fact is the persons who I believe would buy an Android wear watch right now are on 4.3 and above. But like you pointed out, there are some good reasons to keep it above 4.3. But let's assume that she's right about 4.3 cutting out a large part of the market. I'd like to see the Venn diagram that overlaps people who have a 4.0 device with those who would spend a couple/few hundred dollars for a smart watch. That's got to be a really small group, IMO. She's obviously going to be biased towards Pebble's strategy. We all have biases. It's not necessarily wrong. Only time will tell who was right.
